A couple weeks ago, photos surfaced of what is apparently a Justice Building being constructed for “The Hunger Games: Catching Fire” in Atlanta. Today, @Jeff_Holmes tweeted this picture of the same building in a more advanced condition.

What District could this be? It it for 12? 11? What is your guess?

Thanks to The Hob for the tip.

    I don’t know why but I think its going to be from district 11…the base of the one on the first movie was gray and this is like wood, it may sound crazy I know but its just a guess…

    @Daniel – It’s a possibility, but you also have to take into consideration the building is still in construction and so it could be covered with the same grey stone…

    all of them…

    doenst make sense to me budget/time wise to make one for each district. Being a gov building makes sense they are all look the same regardless of the district

    I don’t know what happened. I commented earlier. Anyways, I guess it’s four, or eleven. four because of the sandy (beachy [gross as it sounds]) grounds, and eleven because of the trees.

    @sunshine That’s something I didn’t think about..lthanks for the reminding
    @merzsam I think like you, I didn’t pay attention to the sandy ground…is that place where they are going to be for the filming? Or are they moving it to somewhere else?

    I think could be any of the districts, even 12. If you notice, part of the left side isn’t painted grey, but it is on the right side. They will probably paint the whole thing grey.

    It looks just like the Justice Building they used for District 12 so I would say 12. As for the sandy ground, that doesn’t necesssarily mean it’s district 4. That’s probably just the lot they’re building it on. The set probably can be taken apart in pieces and moved. Someone also brought up how they could be using the same building for the victory tour/reapings. It’s definitely a possibility. Why not have all the Justice Buildings be identical? I mean their purpose seems to be only for reapings and victory tours anyway. They can just use different banners or something to show distinctin. When you think about, most government buidlings do borrow the same architectural style.
