I’m guessing the location where they’re filming is a goat farm, cause that looks like a Justice Building.
Im really happy to see that they have the television screens back and will hopefully have a video of president snow describing what the quarter quell is before the reaping. Similar to the video from the first film.

Haha, the Goat Farm is the location they are filming at. A goat farm won’t be in Catching Fire.
